When you hover the mouse just above a table, the pointer turns to a thick
downward arrow.You can select entire columns by dragging this pointer across the
table. For the purpose of this discussion, I'll call this "column-selector"
function.

Similarly, holding the mouse-pointer to the left of the table gives us
"row-selector" function.(The pointer turns into a thick arrow pointing to the
right.)

For simplicity, the description below refers to "column-selector" function 
only, 
but the "Row-selector" function also has the same problems.

Actually there are TWO different problems:

A. After the columns are selected, the "tables" toolbar does not pop up. The
problem here is that some commands are available only in this toolbar (they are
not available in the menu). So, if we can't see this toolbar, we can't use those
commands.
B. The "distribute columns/rows evenly" command does not work on the selected
columns/rows 

Both problems are described in detail below.


First, set up a file:
1. Create a fresh odt file
2. Insert some text first
3. Insert a table with multiple (>3) columns.
4. Insert some text again. 

(Steps 2 and 4 are necessary, because our experiment needs some area outside the
table for clicking)

5. Make the column-widths uneven by dragging their sides.
6. Make the row-heights uneven by increasing the height of some rows.

Now we are ready for the step-by-step procedure for replicating the problems.

Replicating Problem-A:
1. Click anywhere OUTSIDE the table (in the text above/below the table). 
   The "Tables" toolbar is not visible (even if it was visible earlier, now it
vanishes).

2. Now select multiple columns with "column-selector" function. 
   Notice that the "Tables" toolbar does not pop up automatically.
   (Writer does not acknowledge that now your focus has shifted to the table.)

3. Next, click inside the table (in any cell). The "Table" toolbar pops up.
4. Now select multiple columns with "column-selector" function. The "Table"
toolbar will not vanish.


Conclusion: Column-selector by itself cannot trigger the "Table" toolbar.

Replicating Problem-B:
1. Select multiple columns with the mechanism.
2. Now look at the Tables toolbar (you will have to activate the toolbar
beforehand, as described in problem-a). 
   Notice that the "distribute columns evenly" button is grayed out (not 
available).
   (Note that these commands are not available through the menu.)


3. Now select ALL cells of these columns by dragging your mouse across these 
cells.
4. Look at the "Tables toolbar" that pops up. The "distribute columns evenly"
button is available now.

As noted at the beginning, the same problems exist for the "Row-selector"
function also.
