I think, there is a wrong entry in the "Tools.Outline numbering" dialog. Please
have a look there, if there is a paragraph style assigned to one of the outline
levels, which matches the style of the empty paragraphs in your document (e.g.
between "strategy & plan" and "shortlist of partners").
The Navigator will show all paragraphs of styles which are assigned to the
levels in "Tools.Outline numbering".
