Cant reproduce your problem with OOo2.0.1rc4 on WinXP SP2.
Seems to be fixed.
I followed all your steps, and when I select one or multiple columns (or rows)
the table toolbar appears.
Could you, please, make a test with the latest version and inform us if your
problem still there ?
