It seems these aren't even Excel 4 files, because Excel would had written a
character set information, but according to Daniel there is none present. This
leads to conversion to Unicode using the system encoding, so what one sees
actually depends on that. Probably using Windows-1250 does it right. The result
of loading the file in Excel and saving again also depends on the system
encoding. There's nothing we could do about it. Ask the creator of the files to
use proper software..
