I can confirm this bug, please don't close it without fixing.
Maybe Vytis description or summary is not understable for you, I could describe
this problem in another words.
This is not only usability problem - different people use same installation of
OpenOffice.org very often, and because of this value of document's author should
be property of document (look at File->Properties dialog), not property of
OpenOffice.org installation (options), but default value could be taken from
OpenOffice.org options.

For example if you work at a public library there could be a privacy issue -
when I write my personal data (first and family names, etc.) in OpenOffice.org
settings and coinsidently leave them there, everyone can read them. But if that
data is entered as File properties, it would dissapear as I close OOo.

In OpenOffice.org Options there is default language setting, but user can change
language without changing OpenOffice.org defaults, for just one document or for
one word. Language setting is a document text property, but default value is
taken from OpenOffice.org options. Similar should be with Author data.

Actually this bug is about 3 problems:

1. Usability bug, when user doesn't know how to change value of field inserted
by Insert->Fields->Author (partial fast solution would be to popup help window
(tooltip) with description how to change value of Author field. )
2. Bug, when data, entered in Tools -> Options -> OpenOffice.org -> User Data,
don't appear in inserted field "Author" until OpenOffice.org is closed and
reopened (this bug exist in OOo 1.1.3 and 2.0.0 versions)
3. Value of document's author should be property of document and should be
changed throught File->Properties dialog, but default value could be taken from
OpenOffice.org options.
