Actually this isn't just a duplicate of issue 20857. Here we have also the case
where a German localized R1C1 notation (Z1S1) is used as a string parameter to
the INDIRECT() function. This isn't even handled by Excel itself in a non-German
version and results in #REF errors. To support such insane cases, additional
work would have to be done.
I'll attach the sample document referenced above before it vanishes from the
web..
