I certainly disagree with you that the number of columns is always listed
first. Look at any mathematical
definition of a matrix and you will see that it is always rows by columns. Here
is a link to the definition of a
matrix from Wikipedia: http://en.wikipedia.org/wiki/Matrix_%28mathematics%29
I would also to look at software like Matlab, which does all of its definitions
with row by column.
Lastly, seeing as it is the application most similar to Writer, Microsoft Word
even does it the correct way,
with row by column (I will attach another file).
