Your defination and my defination of 'offset' differ.  If I want to set a page
number to a specific starting value, then I feel that this should be placed in
the offset field. 
Here is my reasoning: I don't feel that I should insert 15 pagebreaks to get to
page 16 (and this is a tremendous waste of paper.)  In addition, if I'm working
on a very lengthy document and decide to breakdown that document into
parts/chapters/sections for ease of work/transfer, then this is a very klugy way
of allowing pages to flow consecutively throughout the document.
