If I make a DDE link to cells formatted in English (my default language) then the negative ones arrive correctly. The positive ones are still interpreted as string values because of the trailing space in the formatting (as can be seen from the alignment, from the value given as the SUM in the staus bar, and by peering at content.xml in the saved file).
