Hi cloph,
you closed this issue. I reopen it, because this issue concerns IMO only the
windows file dialog or (perhaps better) the system file dialog, which shows the
described behaviour.
There are, as you know, two file dialogs in OOo, which you can select under
Tools-Options ....
Issue 59517 concerns IMO only the OOo own file dialog, which is resolved (see
issues 59188 and 58758).
