That bug is about the about box in OOo programs. They are different programs. I guess that the same patch will fix both bugs but you will have to perform separate QA anyway. I'd say issue 58850 block this issue. I also disgree about the target milestone of issue 58850. I think this bug is very serious. It'll surprise most if not all users installing this version or upgrade from 2.0. They'll unsure whether they pick the right installer or whether there are any problem somehow with the installer.
