It looks like my initial observation that this is a Windows problem and not an
OOo problem is right. I'll close this issue as WONTFIX just to get it out of the
way, because it's really not that important.
The workaround is simply to run the installer with the /a switch under a
standalone environment only. (In my case, I log in to my machine as "workstation
only" under the Novell network, then run the installer, then log out and log
back in.)
