*Confirmed - This behaviour occurs for me under Windows XP, SP2 w/ OOo 2.0.1

Additional Notes:
-For me, the problem is intermittent. Sometimes I get the "smearing" effect
described, sometimes the repaint rate is fast enough that I don't notice it.
-The screenshot included above is accurate as to the visual effect produced
-As previously observed, the effect goes away shortly after you have released
the mouse to finish resizing.
-I can't reproduce the status bar problem mentioned. @brianread98 -> If you
still have the status bar problem, please post a seperate issue with step by
step instructions for how to reproduce.
