I am unable to replicate this issue, I tried to follow the same steps as
provided by you. Both the links shows the vote help page and not a blank page.
Please correct me if i am wrong in following these steps:
1. After logging out of the site, clicked on the "votes for issue #" - takes you
to http://qa.openoffice.org/scdocs/votehelp.html 'vote help page' with no blank
page.
2. After logging in the site, tried to click on "votes for issue #" - takes you
to http://www.openoffice.org/scdocs/votehelp.html, showing the 'vote help page'
with no blank page.
