The problem is that the dimensioning tab is only for dimension lines, not normal
ones. If you open the lines and arrows box, select the dimension line and draw
one, insert text, you will see that your changes are applied.
For the text changing on a normal line like you used it please select the text
and use the format/text/text tabpage.
