This is the newly implemented behaviour in page header/footers. It has been
implemented for compatibility (MS Word headers also behave like this). See also
spec "Adjust text wrapping" on specs.openoffice.org/writer
If you want the old behaviour, switch the option "Use OO 1.x text wrapping
around objects" in Tools.Options.Writer.Compatibility.
