I would suggest that Title Case and Sentence Case be added to Writer's (and
perhaps all Open Office Applications where Suitable) Format -> Change Case Menu.

For example for Title Case:

The quick brown fox jumps over the lazy dog

becomes

The Quick Brown Fox Jumps Over The Lazy Dog

For Example for Sentence Case:

the quick brown fox jumps over the lazy dog

I know that Title Case does exist in the Character Settings, but its not very
convenient.

becomes:

The quick brown fox jumps over the lazy dog
