cwscreate registers the new Childworkspace with EIS which also sets the VCSID
for the CWS in the EIS database which in turn is being used in EIS to have some
initial ownership before the email address of the owner has been set by editing
the ChildWorkspace data. Unfortunatly some OOo developers don“t seem to have
this environment variable set which results in incomplete data in EIS and the
Creator would not be able to see the CWS under MyCWS because the "VCSID Creator"
field for the Childworkspace would be empty. I would like to suggest that
cwscreate would look into the .cwsrc file and use the CVS_ID value found there
as the VCSID for registering the CWS with EIS if the VCSID is not set in the
environment or is set to an empty string.
