Well, first, sorry for my English, I need improve it.

Currently, at least in Windows, when a user change keyboard layout, then OOo gui
changes behaviour. I propose a new feature: custom and blocked keyboard layout
only for OOo menu

One easy experiment, on Windows:

1.- Take an English OOo, English user, English keyboard with English-USA
keyboard layout
2.- Now type a English text: bla bla bla
3.- Now change to french layout
4.- Now type French text: bla bla bla
5.- Now type "Select All" shortcut: Ctrl+A

Note: Currently the user must to remember: In French layout the A-key is on the
English Q-key!!! 
It can be a nightmare when changing between Russian, Cyrillic or Hebrew layouts
even between Asian layouts!!!

Well, I think it's better for usability to allow a blocked keyboard layout only
for menus, and use the current behavior (changing keyboard layout) only for
document area (where the user needs extra chars)

I would like to have a new option on Tools->Options->Languages
Settings->Languages. Something like "Keyboard layout on menus" where the user
should choose the physical keyboard layout in use.

This dropdown list should show the installed keyboard layouts on system, and
then the menu, shortcuts and hotkeys should react only to this layout. If
"Default" is choosen, then current behavior (changing keyboard layout).

The document area always should keep current behavior (system keyboard layout).
