I can't reproduce in clean installation of 10.0 now.
cwstools require both modules installed now (on 10.0).
perl-Net_SSLeay is required by perl-IO-Socket-SSL which is in turn required by
erl-SOAP-Lite-0.60a-26 which in turn is required by cwsroots itself.
Crypt::SSLeay is required by cwstools (Eis.pm) directly.
With both installed, everything work as expected both with and without proxy.
This was probably problem with SL9.3.
