In the longer term, I think it needs to be split into two properties, one for adding space between Asian and non-Asian and one for adding space between CTL and non-CTL, and then making the default for the latter be off, but that's something for another issue. As for naming of the tab, I don't think naming it Typography is a good idea. Many of the other tabs are equally about Typography: Indents & Spacing is typography; Alignment is typography; Text Flow is typography. I would instead suggest naming the tab "Asian & CTL", since the only thing that differentiates the properties on that tab from the properties on other tabs is that the properties relate to Asian and CTL text. The terms Asian and CTL are admittedly cryptic, but they are used elsewhere in the UI. The tab is going to need tweaking to make it make sense in a CTL, but non-Asian user. The first two properties should be under a heading such as "Asian line change", and they should be greyed if OOo is not enabled for Asian languages. There should be a separate heading for the third property (may be "Inter-script spacing"), so that it is clear that it is nothing to do with "Line change". An alternative might be to move the third check box to another tab, and grey it out unless Asian or CTL was enabled (such as "Indent & Spacing").
