Can reproduce with OOo-dev m151 Win98SE.
This behavior do not apply only for TOC.
If you add a simple table in page 1 and a hyperlink to that table in page 2,
after deleting the table you'll find the same behavior.
The user should get at least a warning when the he/she deletes the table or an
error when he/she clicks the hyperlink.
