Tools - Options - OpenOffice - Fonts
Select a font in each box, click green checkmark
[-> Now a new line will appear in the box below showing two check boxes and 
both font names]

This feature is very helpful when any given is "not looking good" on the 
respective system. So 
the average user will intuitively check "Screen" to correct the view of the 
documents. And this is 
the trap, because if the system HAS a certrain font installed (but of low 
quality), nothing will 
happen (see below, (3))

The two checkboxes have the following effect:
(1) Check Left only -> Font replacement on screen and when printing, whether 
font is available or 
not
(2) Check Left+Right -> Font replacement only on screen, whether font is 
available or not
(3) Check Right only -> Font replacement only on screen but only if font is not 
available
(4) Check None (default) -> Font replacement on screen and when printing only 
when font is not 
available.
To disable the "user-defined" replacement of fonts (trusting the printer fonts 
or the font 
substitution table controlled by VCL), the box on top of the dialog "Apply 
replacement table" 
must be unchecked. 

The main problem is Case (3), the minor problem is Case (2). 

The current UI entries for the check boxes is
Left = "Always"
Right = "Screen"
This is strongly misleading unless the user has a look in the help.

In my Opinion, this poor Ui can be easily made intuitive by 
(A) changing the check box labels:
Left = "Enable" instead of "Always"
Right = "Screen only" instead of "screen"
(B) rewriting the respective Online Help section (because "no box checked" does 
have an effect 
when a font is not on the system)

Note: As the Online help tells, even if NO box is checked, a replacement takes 
place for Fonts 
that are not available on the system. This is the most common problem that this 
feature 
adresses: When MS Office documents, created on Windows are shown and printed on 
Linux or 
Solaris Systems that lack the respective font (and match to a font that does 
not look good).

In my opinion, a complete rework of the font replacement UI is the best 
solution.
Given the current ressources and priorities, I don't see this adressed in the 
foreseeable future.
But some tiny UI changes plus a few changes in the help makes this feature 
intuitive to use for 
the meantime. This can easily be done and is risk-free. So a target OOo 2.03 
looks realistic to 
me. (Target may be subject to discussion)
