I suspect you don't mean code-wise...
(since that only means adding the COPYING-Files (to comply with the licence) and
the dictionary itself to external/addons/dictionaries/de_DE/ and add them to the
makefile.mk and dictionary.lst in the same directory)

I guess to get "approval" we need a go from mh, so I set him to cc.

@mh: Could you please approve inclusion of the dictionary (&COPYING-files)?
