First I have to mention that by using "--enable-cl-standard" as a configure
switch or setting

I was able to reproduce the problems of issue 51169, 58181 and 57951.

I can apply the sj2/util part of the attached patch as it was was proposed by
jl in issue 51169 and the basic/source/app part as it comes from gh in issue
57951.
I committed these to parts two CWS msvcstandard but I need someone to tell me
that the tools/source/stream/stream.cxx patch is the only possible and logical
way to fix this or I need to see a copyright assignment before I can check
it in. Sorry for the bureaucracy.
