The GUI for cross-referencing is not intuitive, as explained below:

(a) If the targets could be any bookmarks and objects with captions, why do we
need to set them up through the Insert dialog? They should be set through their
own dialogs (for example, insert>Bookmarks).

(b) How are the options "set references" and "insert references" different? This
is not clear from the GUI. The wording are so similar that a non-professional
user would get confused.
