replicated the bug on WinXP sp2, Pentium 3 with OOo2.0.1
another example

1. create new Text file in oo writer 
2. open File-> Properties
3. fill-in SUBJECT with "subject_testing"
4. Click "ok"
5. save the file as "test2.html" in ".html" format
6. view the source code of "test2.html"

Expected:
        <META NAME="SUBJECT" CONTENT="subject_test">
Actual Result:
        <META NAME="&yuml;%&pound;&brvbar;b&yuml;%&pound;&brvbar;b&yuml;%" 
CONTENT="subject_test">

Create an emtpy document with filling in only the "SUBJECT" property and then 
saved in html format will also corrupted the "SUBJECT" meta tag
