closing issue. No bug here, OOo works as designed.
After installing the dictionary, make sure that the dictionary actually is
properly activated in
Tools|Options → Languages → Linguistic → Hit "Edit"-Button, Choose language from
dropdown, make sure that the checkmark is set.
