Confirmed with OOo 2.0 Writer, WinXP SP2.
In MS Word, the marked paragraph appears at the bottom of the second page (I
assume as the author wanted). In Writer the command seems to be ignored. More
info on the RTF 'posyb' was found with a quick Google:

This is not a Priority 1, and although labour intensive can be fixed manually
(downgraded to P3). I imagine this is actually an enhancement request.
