I don't see this as a defect, as "don't" print does not imply "don't" export.
In OOo 2.0 we are able to export active form elements (like action buttons) to
PDF. SO although they should not be printed, they might be usefull to be
exported. E.g. a "send this form" Button should not be printed but needs to be
displayed on an PDF-Form.
For the implementation it was best to have a per-control option to export the
control to pdf or not.
Other possible way was to put an option to PDF export, to suppress non-printed
form controls in export.
I'll leave this for further consideration
