We have only one explanation for this. Some months ago there was a task, that
empty Windows registry entries for DOC, PPT, ... were created and not
deinstalled correctly. 
Therefore it can be possible, that a new OOo installation for the current user
creates this empty keys. Then MS Office is installed. MS Office writes its keys
always for all users. Therefore the empty keys for the current user win the
merge process, resulting in empty keys for all MS Office file types. And then
the file type association does not work for any office on the system.
But this OOo problem was fixed long ago, and therefore this problem does not
occur any more.
So please check  in the Windows registry, if there are keys for .DOC below
HKEY_CLASSES_ROOT and what is the content of this keys.
