martinkozak has not yet raised his hand for additional privileges as described
in
http://qa.openoffice.org/helping.html
So it's a bug that he can edit any issue in the site wide database.
As discussed earlier we don't see problematic consequences like a large number
of issues submitted as NEW instead of UNCONFIRMED, uninitiated change of fields
disturbing the workflow, ...
closing as WONTFIX
