I can understand that you feel this issue should be done before anything else
because _you_ need it. But that's not the way issues are classiefied.
This issues has a Priority 4 because the rules (see
http://www.openoffice.org/scdocs/ddIssues_EnterModify.html#priority ) state:
"P4
P4 describes problems which are non-critical or rarely occuring.
Issues with this priority are desired, but not required, to be fixed before
the next major release.
Not fixing issues with this priority has a less negative impact than not
shipping in time."
This issue can be workarounded by loading the encoded files ( where the dialog
appears ) and then either be copied by clipboard or stored in Writer default
file format.
The target of this issue is "OOo Later" for the same reason.
