Hi,
this is not a bug.
Dates are saved internaly as a serialized number starting at the zero date.
22738 on a system with Excels Zero date will show up as about 4 years later as
in OOo with it's default setting. And yes, the zero date is a per document
setting.
So I have no other choice as closing this as invalid.
