Your analysis is completely correct. gedit doesn't print the fallback warning for nl_BE, but switching to nl_BE.UTF-8 solved the \u2019 problem. What's strange though is that on the one hand I can copy the right single quote (typograhpic apostrophe) from gedit to Epiphany, and on the other hand I can copy this character directly from the character palet applet to OpenOffice. My best guess is that the X clipboard has a field for remembering which locale the clipboard text is stored in. It could then be a bug that GTK+ perhaps mark this text as (say) ISO-8859-1 instead of UTF-8. Do you think I should perhaps file a bug about this elsewhere?
