It wouldn't be a good idea to save an HTML document on a Windows machine using a charset that IE on that machine did not support. In reality, more browsers support windows-874 and more web pages use windows-874. There's no reason why windows-874 should not be registered at IANA: several of the other windows-* charsets are. I think we should encourage Microsoft to get windows-874 registered.
