Further playing around with this under Gnome WM suggests that there's a
difference in behaviour of dockable versus non-dockable floating windows.

I've tried a few other combinations of opening multiple floating windows:

1: a) Open Index > Tables and Indexes > Entry
   b) Open Navigator or Navigation or Styles and Formatting
   = (b) opens under (a).

2: Reverse the order, 1b then 1a
   = (a) opens above (b).

3: a) Open Styles and Formatting
   b) Open Navigator
   = (b) opens under (a)

4: Reverse the order, 3b then 3a
   = (a) opens under (b)

5: a) Open Gallery
   b) Open Navigator
   c) Open Styles and Formatting
   = (c) under (b) under (a)

6: Any order, 5a, 5b, 5c
   = Later always stack under the earlier.

7: a) Open Search and Replace
   b) Open Index Entry
   = Any order, last always on top.


>From the above, there are two groups of floating windows:

Normal group (not dockable - works as expected):
A - Index Entry
    Search and Replace

Strange group (dockable - have problem):
B - Navigator
    Navigation
    Styles and Formatting
    Gallery
