1) sheet_tabs_get_lost.xls
As correctly stated, view settings are set per document, and not globally. The
behaviour of E*cel is equal, if you enable the sheet tabs, you have to drag the
scrollbar to the right to make them visible.
"Load user-specific settings with document" is unrelated to view settings, but
is
about document properties that you can edit using the menu option File-
>Properties.

This is a duplicate of issue 62053 and will be fixed in OOo 2.0.3.
