That's not a defect, it works as designed. This has been introduced with the
native installer. To change the behaviour is an enhancement. Therefore it has to
be discussed how to do this.
Workaround: To install OOo 2.x beside a previous installed version use the
switch /a. Be aware that you have no system integration for this kind of
installation.
