Reproduced.
Preselection in the gtk-file-picker doesn't seem to work at all.
Not only the text encoding filter doesn't launch in Writer but e.g. Text-CSV in
Calc also.
WORKAROUND:

/Tools/Options/OpenOffice.org/
Mark the CheckBox "Use OpenOffice.org dialogs"
US->MBA: basically the same as issue 42064.
This time the preselection in the gtk-file-picker doesn't seem to work. Probably
due to the same reason as described in issue 42064.
