This is intended behavior - issue is INVALID
Paragraphs, which have style "Table Heading" applied belongs to the outline
numbering level 1. Because of the fact that before the first of such a paragraph
there are paragraphs of outline level 2 and 3 it has to start its numbering
with 2.
