I manually deleted the folders that had been installed by rc2, and I deleted Open Office from the registry. So the problem was not rc3 but was rc2. It was a bear to delete the folders, even in Safe Mode there were still files that would not delete until I used the command prompt mode. Then, rc3 would install cleanly.
