Czech users reported broken diacritics while using bibliography database. This
problem is similiar to #34620, but not indentical. In this case even if you use
english columun names, you are not able to insert czech texts into the columuns,
becouse in table properties (biblio.odb) is
<db:font-charset db:encoding="ibm850"/>
I suggest convert biblio.odb into UTF-8 (or even UTF-16) or modifing the code to
use for every localization another biblio.odb file. UTF solution is match
cleaner and faster.
