Ah, you want two different licenses for installation and for first start of
OpenOffice. Well, I do not see a legal problem. Especially because on
non-Windows platforms the license is only shown during first Office start. On
Windows the license is shown twice: during OOo installation (which could be for
all users) and at first Office start (which is done by every user at the 
computer).
Therefore it should be no legal risk, to exchange the license shown during OOo
installation on Windows. And I suppose it is only a small technical problem.
