I found out that you can workaround this problem, so this defect is at least not
a blocker:

   1 create the new master in the master view
   2 change to slide view and create a new slide
   3 assign the new master to the new slide as its master
   4 choose the "title,text" slide layout for the new slide
   5 enter some random text for each outline level
   6 edit the text attributes of the written text the way you like
   7 open the stylist (F11) for presentation objects
   8 within the stylist update all the outline styles

After changing to master view, you will see that the new master has received the
correct changes.
