It is common to use >>content<<  or <<content>> as quotation. And <content> or
>content< as a kind of inner quotation: e.g. >>Peter said: >Hello Paul< <<
quotes: Peter said: >>Hello Paul<<. opening double/single quotation marks are
well defined regarding the options in the autoCorrect dialog for typographic
quotation marks. Actual behaviour is (when " is translated into >> and ' is
translated into >): typing " and ' (without any blanks)will produce >>< which
makes no sense, since the < does not follows any opening >. It should yield >>>
. I think that problem can be covered by a simple matching brackets rule.
