The following is the answer I got from the dictionary's creator.  
Please let me know if this is adequate to resolve the issue.  
I think in the long term OOo/StarOffice ought to be involved in the one
described at http://83.227.130.155/

   Yes, just go right ahead and release it under LGPL :-)

   I created the data; any subsequent changes by others 
   amount to a handful of words and are negligible. So I 
   suppose you don't have to ask anyone else for permission 
   to change the license.

   Note: a much better dictionary is available at 
   http://83.227.130.155/, but I think some more work is 
   needed before it can be used as a spelling dictionary. 
   The license for that stuff is CC ShareAlike (but it can 
   be released under other licenses too.)
