(I am a native-german-speaker and using a german language-version of OOo.
Estimated names of programm-items may be wrong.) 

Desciption for getting the malfunction :
Select menu 'File New Text-document' to open a new empty writer-window.
Select menu 'Insert picture form file'. Select the 'Link'-Checkbox in the
dialog-box 'Insert picture'. Select a picture-filename (example : 
'C:\mytext\picture.gif') and click the 'open'-button. (The picture is now linked
to the new document and not part of the document).
Save the writer-file (example :  'C:\mytext\test.odt') and exit OpenOffice.
Move the writer-file to a higher or lower directory (example :  'C:\test.odt' or
'C:\mytext\v1\test.odt').
Open the writer-file. The embedded picture is not shown, but a frame with the
size of the picture is shown and a wrong path to the picture-file is shown in
the frame (in this example :  'file:///C:/picture.gif' or
'file:///C:/mytext/v1/picture.gif').
If the writer-file is moved back to the directory where the writer-file has been
saved, the picture is shown again in the right way.

Why is this a malfunction :
Because it has to be possible to move a writer file from one directory to
another without losing the link to an embedded picture (the picture may be a
part of many other pictures in a specific directory on a server).
