IssueZilla is using some local timezone instead of some global time, e.g.:

Sat Apr 23 12:28:00 -0800 2005

As OOo is distributed project, it doesn't make sense to display all times in
this local time zone. If any local time zone makes sense, the one where most of
the developers are located should be used.

UTC should be used otherwise.

Imagine the typical situation: some user from Germany files an issue and assigns
to some developer who is (random coincidence ;-) located also in Germany. All
times recorded in IZ are in -0800 time zone -> unusable without re-counting 
them.
