Obviously, we introduced a typo when fixing issue 31230, which caused
rtl_getTextEncodingFromUnixCharset("TIS620-1") to return
RTL_TEXTENCODING_TIS_620 instead of RTL_TEXTENCODING_DONTKNOW. Fixed that typo.
sb->sba: Please verify that I broke nothing Thai-specific with this fix.
